How to Apply for a Library Card
Who can get a card
Anyone living inside the city limits of Flora is eligible to get a free library card. Their card is not really “free” because they have already paid for the privilege of using the library through a special property tax that is levied. This is card is called a resident library card.
Anyone living outside of the city limits must pay for a non-resident card. An amount equivalent to the taxes paid by residents is charged for the non-resident card. A formula, which is mandated by the state of Illinois, is used to figure the non-resident fee.
Non-resident library card fee
The non-resident fee is $40.00 for a 12-month card. This is a family card and everyone in the household may use it to check out materials. Another privilege that accompanies the card is that we can borrow materials from other libraries. This is called Interlibrary Loan.
$40.00 is a minimal amount to pay for 12 whole months of library use, which includes checking out books, cds, dvds, lit kits, and other materials, using the Internet, and borrowing books and other materials through Interlibrary Loan from any of the other libraries in Shawnee Library System or all the other libraries in Illinois.
Just think about how much you and your family would have to pay for 1 hardcover bestseller or 1 dvd or 1 music cd. Now I bet the fee doesn’t seem so expensive.
How to Get Your Card
An adult over the age of 18 can come in during regular library hours and bring with them some type of identification, which has your name and current address, i.e. driver’s license, recently postmarked piece of mail, etc. Anyone under the age of 18 must have the signature of a parent or legal guardian on the card application.
Each person, with a valid Flora Public Library card, is allowed to check out :
(10) Books per person
(5) Magazines or periodicals per person
(6) DVDs per family
(6) Books-On-CD per family
(6) Music CDs per family
(6) Kits per family
(6) Lit Kits per family
Our library has bestsellers as well as, DVDs, CDs (music & books-on-cd,) magazines and newspapers.
Card holders may also download e-books and audiobooks through Overdrive or 3M Cloud Library. These services are absolutely free and items are never overdue!
A library card will also allow access to the library’s public Internet computers. Children under the age of 14 must have their parent/legal guardian with them while they are on the computer.
You don’t not have to have a library card to come in and use the library for research or homework. A library card is needed only to take materials out of the library or use the Internet.

Placing holds on items either owned by Flora Public Library or any of the other Illinois Heartland Library System libraries can be done using SHARE, the OPAC (Online Public Access Catalog).

Renewing Your Borrowed Items
Renewals are offered on a limited basis. Some materials like the new 14-day bestsellers and the new audiovisual titles are not renewable.
Fines vary depending on material type. Please check with the library staff for the exact amount.
